No idea how soon it will be available. It took Perry Ellis a year and a half to get theirs...

I went to 5 SF venues today as a test, so it's not live yet. But my assumption about multiple venues in a day may very well be proven incorrect when we see the badge go live.

The press release for this badge is dated May 10 and notes: "Cheapism followers who check into three cheap venues will soon be able to unlock a Cheapskate badge."

My guess is it might be live on June 1, since a couple other badges go live on that date and it would be bad PR to not deliver within 30 days of any "coming soon" tout.

Just checked this badge and it didnt unlock with 3 checkins. And still no unlocks posting on twitter for this badge. But it should start unlocking soon based on the number of new tips that they are posting.

Straight from the horse's mouth! That's fine, we certainly understand the high demand for a badge and waiting list. I think we all just were curious what the situation was. Now that we know, we're good. We certainly look forward to your badge! Many of us are already following you on foursquare.

Their 4sqr page says

"Check into 3 or more venues on our tips to unlock the Cheapism badge.
Cheapism recommends venues that offer quality for less. Follow us to stay informed about cheap food, discount stores worth visiting, and accommodations that won't break the bank."

However there have been no signs of any badge from them. Last we heard was back in June form @cheapism saying "We have applied for a badge and are waiting to get it. We don't know yet when we will get it. We will let you know as soon as we do. We sincerely apologize for the wait but unfortunately it is not up to us. Foursquare has a long waiting list for badges". Hopefully they will have another update for us soon or the badge will get released.
