"In order to unlock this badge you will need to first follow Duke on foursquare, then check-in at locations around campus. You'll need to check-in a few times in order to earn the badge, so it may take you a few days to earn it - making the badge that much more valuable."
They also had their badge image redone. Updated the image above. From everything I have read on Duke's page looks like it should go live on their move in day if not sooner. -

Yes the Virginia Tech badge is not considered one of the college badges that is you can only unlock one of. That badge can be unlocked by anyone regardless.
