The web page for the contest is http://www.eurovision.tv/page/dusseldorf-2011 .. The dates of the contest appear to be may 10th, 12th, &14th so those should be the dates the badge is available. -
Update from the Lufthansa foursquare page.
"you will be eligible for the badge provided that you are a follower of Lufthansa and check in at two different party locations or airports to which Lufthansa flies in the countries participating in the Eurovision Song Contestbetween May 12th and May 15th"
Also they have this posted:
"Make sure to share your party locations until May 9th (18:00 h) with us at www.lufthansa.com/eurovision now. We will then report these locations to foursquare"
Dont know if they will list any venue locations anywhere worldwide that you send them. Be intreasting to see how that works out. -

Yea i thought it was weird too. The only thing i can think of is it somehow counted a past checkin... Cause that was only my 2nd checkin of the day and i know the first didnt count towards the badge. i checked it with my extra account and it didnt work on there.. So i have no clue how that worked.

some conflicting dates on this one. the lufthansa venue notes mention checking in anytime between the 12th and 15th, but actual event dates look to be 10th, 12th, and 14th. i'm not seeing any unlocks on twitter in the last 7 hours, so it looks like it cut off around midnight, eastern time on the 12th. i'm hoping it'll start unlocking again within the next few hours as the globe starts spinning into the 14th...
